I think that this is a bad place for you to post your self promo.

The system that users must reach a certain level before creating topics is to prevent trolls or new users who are unaware of the rules from creating topics that break the site rules. Waiting until they reach level fives provides them with the time to get accustomed to the rules of the site. 

If they wish for a topic to be created a certain way, they can always ask another user and describe what they would like.

I recommend you don't try to self promo here :)

If you haven't already, I'd also take this up to the Minister of Magic equivalent.
