Ideas for new sites should be directed to the owners, which you can contact them using the email located at the bottom of any site.
Keep in mind, the cost for a new site is around $3000 and the funds must be raised independently.
I don't wish to sound pessimistic, but I don't think that this idea is the greatest, as:
a.) The ones who aided in creating the original World of Mystic Falls may not be very appreciative if their hard work was all copied so another version of their site could be created.
b.) The user base would be quite small, as the user base for World of Mystic Falls (English) is already quite small.
c.) With the vast amount of new sites already in progress, raising funding and finding staff will be increasingly difficult.
Oh but WHY
Yes, but that is a single purchase, meanwhile VIP is ongoing, assuming they decide to renew it. This would make the site lose a significate amount of funds, causing it to run slower, less new features to be added, and bugs to be more prominent.
It has, I've done it.
It adds more work onto the Head of House, as they now have to readd those in their house who leave, whether accidentally or on purpose, then reapply.
Perhaps this could be not solely for the House clubs, but for all of the official clubs, that way team leaders don't have to readd their team members if they accidentally leave as well.

Hi there! For future reference, this wouldn't go into the "Ideas" category, but perhaps the "Questions"!
Nearly every site won't ban a user without reason, though please keep in mind that the site doesn't need a reason to remove a user from the website, nor do they need to give warning, as the rules say when you sign up. You accept this before joining.
With that in mind, most sites will only ban a user if they have a valid reason for banning you, so some rule(s) must have been violated to result in you being removed from the website.
