I feel like this is not really a needed thing. Staff jobs are often written down in the library, so you can check it there.
Else I don't see why they are even there.
I am not fully sure what these "Support Clubs" are, because I am not on a site where they are, but if it is what it sounds like, then I hope there are actual professionals in charge of them.
People who aren't in the club can't see your topics.

That is why I am saying that there is a disconnect between things. They aren't actually drinking the thing in the game. It is just an item to give points for drinking and eating.
The disconnect is that the items can be considered non canon, while through roleplaying in topics, then those things are canon.
In regards to being strict about chat rules, then that is just to make sure that the chat is a nice place to be for everyone, where as the drinking an item doesn't really impact other things than a bar and is not something your character actually does inside the game.
