This achievement is for people that backed it, when it was being launched, as it required artists to make.

But by translating I get what you mean. On EU we have a few different NPCs that are possible to be used freely in our guidebook. These are groundskeepers, librarian, matron and caretaker. You can message your MoM to suggest such a thing yourself, because it works well on EU and was a very good idea from our Uppermanagement.
