Don't they come with a certain amount of XP ? They might help you levelling up then. Also, you can always display them on your profile or little presentation frame.
Some people actually like to re-read their old topics or link them in their profile so people can read about their character in action. Also, it's useful if you've forgotten something about your character's development. Therefore I believe every topic should be kept unless they break rules.

It is pretty much the idea of the exam week that you do exams and nothing else (even during most real life exam weeks).
You can still do topics which is a huge part of the site - for example, chilling on the grounds after the last exam, packing for summer, Muggle pool party in August or something like that, in the holidays mood ?
Moreover it wouldn't be realistic to start the following year before September.
I believe you should tell Min about it, as you said, it's a EU only thing x)
how would you see it ? I'm afraid a lot of people on the site would definitely not have the time for a full hours-long chess game...
owls and notifs don't display in the same icon (there's the owl icon and the notifs icon). Also if we send a lot of gifts (for example heads of house), both sender and receiver will end up with a super messy owlery. You can already send a message with your gift - just pretend it's like an owl. If you're just looking for cuddles, I guess you can ask on your wall ?
I'm afraid it would be way too much notifs for one present...
You can create a club at any moment by paying. However I doubt a DA club would be allowed as it is a club from the original series, with original characters, and is not likely to have remained after the end of the Second Wizarding War.

Only the jobs listed in the rules (adult staff + prefects & ATs) have what you'd call "monitoring abilities" (giving timeouts being an example), but every coloured user must be a rolemodel for others - therefore all of them must know the rules and abide by them (actually, like every other user). If you notice it's not the case, try to sort it out through an owl ;)
