It already does it that way.... VIP and year 7 courses will be the first shown if you have started all courses, I know that because I have taken all courses in all classes and I nearly never get any 1st years anymore and always gets the classes like astronomy...

This has already been suggested in a lot of ways, but free will never be an option, then there would be so many clubs that we would fall over each other.
