It could work a bit like Twitch chat, where it allows the admin to set a limit on how often users in the chat room are allowed to send messages (rate limiting). but if your VIP slow mode does not affect you.

This will also create a safer environment for a parents child, as if they are not comfortable with their child on a site with strangers, they can then monitor their activity.
