Hello! It's not a bug, it's just how it works. When a new achievement is added, it keeps the count of what you already achieved (e.g. the number of potions you brewed), but it won't unlock until it's triggered by a new achievement. So, when you'll brew the next potion it will add up in the count and unlock all the related awards you deserve, hope it makes sense :D
